Carta enviada a Fox y a Pablo Salazar... en relación a los últimos
 acontecimientos en el estado...

Al Presidente de México, Vicente Fox Quesada,
Al Gobernador del Estado de Chiapas, Pablo Salazar Mendiguchía,

Señores:

Estamos recibiendo con preocupación, las informaciones que llegan desde el Estado de Chiapas, que indican que la paramilitarización se ha reactivado en la zona, sin que el gobierno federal ni el estatal, estén tomando las correspondientes medidas efectivas encaminadas a desactivarlos y, como primera instancia, a parar la escalada de agresiones que se están produciendo.

Muy por el contrario, parece que estos grupos actúan con total impunidad, moviéndose libremente por una zona en la que la presencia del Ejército Federal es muy numerosa, sin que ello sea un obstáculo  para que los paramilitares, convenientemente armados, se desplacen de un lugar a otro y comentan sus agresiones sin que nadie se lo impida.

Incluso, hemos tenido conocimiento de que dependencias oficiales del Gobierno de Chiapas, han intentado tapar esas agresiones, disfrazándolas, una vez más, de “disputas intracomunitarias y familiares”. Estos procedimientos nos recuerdan épocas que creíamos ya pasadas, y, lo que es aún más preocupante, nos hacen temer por una escalada de la violencia paramilitar en el Estado de graves consecuencias. Al mismo tiempo, hemos recibido informaciones que señalan que se está produciendo un importante movimiento de tropas del Ejército Federal en la zona. Aún en el caso de que se trate, como las fuentes oficiales han señalado, de movimientos “normales”, los abajo firmantes estamos convencidos de que la presencia del Ejército en Chiapas, sólo ayuda a los paramilitares mientras que dificulta y agrava las condiciones de vida de los habitantes de la zona. No puede haber “movimientos normales de tropa”, cuando la presencia del Ejército es tan

excesiva como innecesaria.

Por tanto, nos dirigimos a ustedes, como máximos representantes en los niveles Federal y Estatal, para expresarles nuestra preocupación por los hechos que están ocurriendo, y exigirles que tomen las medidas necesarias y urgentes, para frenar a los grupos paramilitares que, con tanta libertad, se mueven en la zona, así como para proceder a una retirada real del Ejército Federal a las posiciones que este ocupaba antes del inicio de la guerra, como reiteradamente sostuvo Vicente Fox durante su campaña electoral.         ______________________________________________________________

Sirs:

We are receiving with great concern information arriving from the State of Chiapas.  Reports indicate that paramilitarization has been reactivated in the zone without the federal or state government taking necessary measures directed to deactivating it or, as a first urgency, to stop the escalation of the attacks which it is producing.

Very much to the contrary, it seems that these groups act with total impunity, moving freely through a zone in which the federal Army’s presence is very high, without being an obstacle to the paramilitaries, who are conveniently armed and move freely from one place to another and

even comment on their aggressions without anyone impeding them.

We have even read reports that official agencies of the Chiapas government have attempted to cover up these aggressions, disguising them, once again, as “intracommunity or  ntrafamily disputes.” These proceedings remind us of times that we believed were in the past, and, what is even more worrisome, they make us fear an escalation of the paramilitary violence in the state with grave consequences.  At the same

time, we have received information which signals that an important Federal Army troop movement is being produced in the zone.  Even in that

case, which official sources have pointed to as “normal” movements, the undersigned are convinced that the presence of the Army in Chiapas only helps the paramilitaries while making difficult and aggravating the living conditions of the zone’s inhabitants.  One cannot have “normal troop movements” when the Army’s presence is as excessive as it is

unnecessary.

 Therefore, we direct ourselves to you, as the highest representatives at the Federal and State levels, to express our concern for the acts which are occurring.  We urge you to take necessary and urgent measures to stop the paramilitary groups which, with complete freedom, move through the zone.  We also urge you to proceed with a real withdrawal of the

Federal Army to the positions they occupied before the beginning of the war, as

Vicente Fox reiterated during his electoral campaign.
