The Secretary of Health in Chiapas, rather than open itself to the possibilities, listen, research and analyse the problems related to Lindano among the indigenous population, has opted to defend itself and not worry too much about the health of the population. The Chiapas Health Institute recognizes the use of Lindano in minors and it is essentially recommended by the health authorities: it is recommended by diverse public health rulings and standards for the treatment of lice. Nonetheless, it denies that it causes cancer: ( ) to date not one case of cancer in the world due to the use of this chemical has been proven (La Jornada, September 15th, 2004, p. 40). Lamentably, the Chiapas Secretary of Health didnt know that. Angel Rene Estrada Arevalo, head of the Chiapas Health Secretary stated that there are no studies that reflect the impact that these insecticides have on the people of Chiapas and he, denied having knowledge that this type of chemical is being used to combat lice and in the same way, stated that those under his responsibility only use products that have been authorized by specialized medical commissions. He also added that, he didnt know if there were any reports on the impact of these types of substances on the population and that the Secretary also doesnt have any studies to this regard. (Cuarto Poder, September 17th, 2004, p. B4) CIEPACs Chiapas Today Bulletin No. 426 (see www.ciepac.org) presents the possible carcinogenic effects associated with the chemical, Lindano which is frequently used in indigenous and campesino communities in Chiapas and throughout the country. This same chemical has been banned in 17 nations of the world. An outline of this was published by correspondent Angeles Mariscal in the La Jornada daily on Tuesday September 14th, 2004 (page 39) and by journalist, Adolfo Gutierrez in the state newspaper, Cuarto Poder on September 15th (page B8). The national campaign, No Lindano is promoted by the Pesticides and their Alternatives Action Network of Mexico RAPAM [for its Spanish acronym] (for more information contact Fernando Bejarano of RAPAM, Amado Nervo Street, 23-2, Col. San Juanito, CP 56121, Texcoco, Mexico State, tel./fax: (595) 9547744. rapam@prodigy.net.mx). The International Agency for Research on Cancer (IARC) states that there have been reports of digestive tract inflammation, haemorrhaging, coma and death due to Lindano poisoning. IARC as well as the United States Environmental Protection Agency (US EPA) have classified Lindano as a possible human carcinogen. In the framework of the North American Free Trade Accord (NAFTA), Mexican environmental authorities (Semarnat) through the Commission for Environmental Cooperation (CCA in Spanish) working group, along with its counterparts in the United States and Canada, are attempting to design a Regional Management Plan for Lindano to be approved in 2005 with the goal of putting restrictions on and/or eliminating the use of this pesticide. The government should carry out a public consultation (not only with businesses) regarding this plan. The Secretary of Health is considering prohibiting the use of Lindano but given pressure from the Lindano industry, it is very important that citizens press the issue. At risk is the food sovereignty and health of the people. It is necessary to support the campaigns to get the governments to ratify the Stockholm and Rotterdam Conventions. On February 10th, 2004, a letter entitled, A Call to Ban Lindano in Mexico, was signed by 140 social, civil and medical organizations as well as research centers in Mexico. It was directed to Mr. Alberto Cardenas Jimenez of the Secretary of the Environment and Natural Resources (Semarnat); to Dr. Julio Frenk of the Secretary of Health; to Javier Usabiaga Arroyo of the Secretary of Agriculture, Livestock, Rural Development, Fish and Food (Sagarpa). It expressed the serious effects on human health associated with the use of Lindano and that, the information sheet on Lindano by the Commission for Environmental Cooperation provides information about and scientific references to the toxic, persistent and spreading nature (far from where it was first used) characteristics of this pesticide. Similarly, the report, Lindano in Mexico by the National Ecology Institute, in chapter 2.4 Possible substitutes includes reference to agricultural and pharmaceutical substitutes in Mexico and references to substitutes in Canada and the United States. On August 19th, 2004, several organizations in Canada and the United States sent a letter to the Environmental Protection Agency (EPA) of the United States in which they demanded a ban on Lindano due to its serious effects on the environment and human health. Among the organizations from Canada and the United States demanding the ban on Lindano, are: Natural Resources Defense Council, Washington, D.C.; Pesticide Action Network North America, San Francisco, CA; Beyond Pesticides/National Coalition Against the Misuse of Pesticides, Washington D.C.; Alaska Community Action on Toxics, Anchorage, Alaska; Department of the Planet Earth, Washington D.C.; Citizens' Environmental Coalition, Albany, NY; Philip Dickey of Washington Toxics Coalition, Seattle, WA; Tony Tweedale, the Secretary of the Montana Coalition for Health, Environmental & Economic Rights, Missoula MT . In this letter directed at the EPA of the United States in which the quick elimination of Lindano is demanded, information regarding the effects on health and the environment due to this pesticide are also included. The information based on scientific research cited in the document refer to the neurotoxic properties of Lindano and its effects on children that have been treated with this insecticide to treat lice which include memory problems, irritability and aggression. It refers to the suppression of key neurotransmitters such as dopamine and norepinephrine according to studies on animals and the effects on brain waves at small doses. There are serious effects related to its ability to disrupt hormones such as: testicular damage, reduced sperm production, ovary and uterine atrophy, menstrual alterations and infertility. It refers to its ability to be potent anti-estrogens and anti-androgens and its possible altering effects on the functions of the thyroid, its inhibiting effect on the links between and production of androgens in the prostate. This document also provides information regarding Lindanos atmospheric mobility in North America and its presence in breast milk and foods. On Sepember 10th, 2004, the American organizations, Doctors for Social Resposibility (PSR), with headquarters in Washington, sent a letter signed by 370 physicians form different states in the American Union to the Environmental Protection Agency and the Food and Drug Administration of the United States in which they demanded a stop to the use of toxic pesticide, Lindano for pharmaceutical and agricultural reasons in the country.
