FIRST.At the present time we are undertaking the closing of the Caracoles and the offices of the Good Government Councils within the Zapatista communities of Oventik, La Realidad, La Garrucha, Morelia and Roberto Barrios, as well as all seats of authority of the diverse Autonomous Rebel
Zapatista Municipalities.
SECOND.We are also proceeding to evacuate the members of the diverse Good Government Councils and autonomous authorities, to assure their safety. Now and for an unforeseeable period, they will undertake their activities in a clandestine and mobile fashion. Both projects and the
autonomous government will continue working, although in conditions different from before.
THIRD.Basic community health services will continue functioning in the diverse Caracoles. These will be headed by civilians, whom the CCRI-CG of the EZLN frees of any of its future actions and for whom we demand from government forces treatment as civilian population and respect for their
lives, freedom and belongings.
FORTH.All elements of our EZLN, who had been undertaking social activities in Zapatista communities, have been called to duty and our regular troops have been called to quarters. Likewise, for an undefined period, all transmissions of Radio Insurgente, “Voice of the Voiceless”, have been suspended, in FM and short wave.
FIFTH.Simultaneously with the publication of this communiqué, we exhort all national and international civil society, working in the peace camps and in community projects, to abandon rebel territory, or, should it be their free and voluntary decision, to remain at their own risk within the confines of the Caracoles. Underage persons are required to leave.
SIXTH.The EZLN announces the closing of the Zapatista Information Center (CIZ), but not without first thanking the civil society who has participated there from its start until today. The CCRI-CG of the EZLN formally frees those involved from any responsibility of future actions of the EZLN.
SEVENTH.The EZLN frees all persons and civil, political, cultural, civilian, non-governmental organizations, solidarity committees and support groups that have accompanied it since 1994 from any of our future actions. We thank all those who with sincerity and honesty, in these almost 12 years, have support the civilian and peaceful struggle of the Zapatista indigenous for the constitutional recognition of indigenous rights and culture.
